Arizona IBEST program
How would you like to work toward your High School Equivalency (HSE) diploma and get started in an occupational field at the same time? Students can take advantage of the Arizona Integrated Basic Education and Skills Training (IBEST) opportunity offered by Rio Salado College.
The Arizona IBEST program combines instruction for a HSE diploma with certificate programs such as Early Childhood Education, Dental Assisting Technology, Sustainable Food Systems, and Business Entrepreneurship.

What is IBEST?
IBEST provides concurrent study for an HSE diploma and an occupational training program that improves a person's employability in specific areas of study.
How long are the programs?
The length of each IBEST program is determined by each certificate program. In general, these programs of instruction may run from 5 months to 9 months in length.
What are the requirements to enter the program?
- Must need to attain an HSE diploma
- Must have an 8th grade reading level based on the level D TABE (Tests of Adult Basic Education)
- Must provide proof of legal residency
- Must provide proof of financial need
- Other requirements may apply that are related to the program of choice
How much does it cost?
Tuition and fees may be covered through financial aid/scholarships based on a student's eligibility. However, additional costs to students may apply based on the program of choice.
What are the attendance requirements to complete this program?
Because of the high level of class activity, as well as hands on skills performed, attendance is mandatory, every day. Tardiness and absences may result in withdrawal from the program.
What happens if I don't pass the HSE?
Students not earning an HSE diploma will be placed in a non-IBEST HSE class to complete the remaining program requirements.
Will there be other support services provided (tutoring, child care, case manager)?
Students who register as an Arizona Workforce Connection client, through Maricopa County or the City of Phoenix accordingly, will have a career advisor assigned to him/her. Various support services may be available such as transportation and child care assistance if no other sources of assistance are available. Specifics can be provided by the Workforce Connection staff to those who are enrolled in the program.
Will my teachers tell me when I'm ready to go take the HSE exam? Or will I be encouraged to take the HSE test at ANY point while I am in this program?
Yes, your HSE teacher will work with you to determine your readiness to take the HSE exam.
