Instructor Information

Dual Enrollment courses are college-level courses that are conducted on the campus of a high school, that are applicable to an established community college academic degree or certificate program, and that are transferable to a university under the jurisdiction of the Arizona Board of Regents. A dual enrollment Course that is applicable to a community college occupational degree or certificate program may be transferable to a university under the jurisdiction of the Arizona Board of Regents. 

Dual Enrollment classes meet at the high school during the regular high school day and are taught by college certified, high school instructors using a college curriculum and text. The high school agrees to accept these college courses toward a student's high school completion if needed. The course credits will become part of a student's permanent record at the community college.

The State of Arizona no longer requires a certificate to teach at the community college level. However, the State has asked each County to establish its own minimum qualifications. Maricopa Community College District has adopted the following minimum qualifications for faculty:

Academic Teaching Fields require the following from an accredited college or university: 

a master's degree in the teaching field, or 
a master's in any teaching field with 18 graduate semester hours in the teaching field. 
EDU 250 - Overview of the Community Colleges — or equivalent must be completed within two years of date of hire. 

Occupational Teaching Fields require the following from an accredited college or university: 

the same qualifications as those listed for Academic Teaching Fields, or 
a bachelor's degree plus 3 years work experience in field to be taught, or 
an associate's degree or 64 semester hours and 5 years work experience in the field to be taught, or 
5 years work experience in the field to be taught. 

EDU 250 - Overview of the Community Colleges or equivalent must be completed within two years of date of hire.

Certainly there will be additional preparation and communication with the community college required to teach a Dual Enrollment course. However, Dual Enrollment teachers have reported that they have benefited greatly in the following ways: 

  1. Classroom Facilities & Equipment - With the reimbursement payments, teachers and schools are able to provide resources to create optimal teaching and learning environments. These may include books, computers, and lab equipment. 
  2. Teacher Development - RSC is required to provide dual enrollment teachers with training and perform annual evaluations. The training and evaluation are provided to aid in the teachers' professional development. Additionally, teachers are encouraged to participate in professional growth opportunities offered through RSC and the Maricopa Community College system. 
  3. Motivated Students - Students have additional motivation to learn. This motivation often provides a great teaching and learning environment and puts the fun back in teaching for Dual Enrollment teachers to enjoy. 
  4. Teacher Employment - Dual Enrollment teachers are often sought after to teach evening and weekend courses for Rio Salado or other community colleges. 
  5. Altruistic Benefits - Probably most important of all the reasons for teaching Dual Enrollment are the benefits which teachers provide for their students. Additionally, teachers are helping their high schools to develop and maintain quality education standards. 

Admissions Requirement - Students must be admitted to Rio Salado College (RSC) before they enroll in dual enrollment courses. By State Statute, students under eighteen years of age may be admitted to a community college by achieving one of the following: 

  • 2.6 unweighted GPA (students must have completed at least 2 years of high school coursework
  • or Completion of EdReady College Reading Placement Assessment no minimum score required; OR one of these scores: PSAT-720; SAT-720; ACT-12; AzM2 ELA – Proficient or Highly Proficient.

Student Conduct - In addition to the rules outlined by the high schools, students are required to follow the policies and procedures of Rio Salado College. This includes behavior and conduct. 

Dual Enrollment and Advanced Placement - Dual Enrollment courses focus on skills application, allowing for a more flexible curriculum which may include labs and computer applications. Students receive a grade and credit for the work performed throughout the school year. These credits usually transfer to the student's college of choice as direct course equivalents. Advanced Placement classes prepare students to pass the AP test. Credit is awarded solely on the students' performance on this one exam and may transfer to college only as an elective credit. 

Tuition and Fees - Dual Enrollment students pay the same tuition rate assessed for all Maricopa Community College courses unless otherwise stated in the high school inter-government agreement. This is a significant savings over private and out-of-state colleges, and about one third the cost of comparable in-state university courses. Current tuition rates are listed in the registration materials. As an additional savings, many dual students do not have to purchase textbooks or pay lab fees because these materials are generally provided by the high school. 

Disciplinary Action - Disciplinary action will follow the policies of Rio Salado College. This may include, but is not limited to, withdrawing a student, probation, and disallowance of future enrollment at Rio Salado College.

Dual Enrollment (DE) instructors must submit transcripts and/or documentation of work experience. Additional requirements that must be fulfilled to meet Maricopa County Community Colleges District (MCCCD) expectations include:

  • Annually completing the online Information Security and Privacy Course (which includes FERPA I).
  • Annually completing the online FERPA: Level II course.
  • Submitting your syllabus to the division chair, department chair, or assigned faculty member at your partner community college. Be sure that it includes all of the MCCCD Syllabus Requirements.
  • Using college-approved textbooks and materials.
  • Teaching your Dual Enrollment course(s) at a college level.
  • Ensuring that your curriculum meets high school and MCCCD course competencies.
  • Maintaining academic rigor.
  • Adhering to the Maricopa Grading Policy.
  • Certifying the 45th Day Roster online via the Maricopa Student Information System (SIS).
  • Submitting final grades online via SIS.
  • Attending professional development opportunities for Dual Enrollment instructors.
  • Promoting Dual Enrollment in the classroom and support the registration process.

DE is a partnership that includes alignment to appropriate academic and service standards. Dual enrollment courses are verified by MCCCD instructional councils. MCCCD district-wide instructional councils are discipline-specific groups composed of one voting faculty representative from each of the Maricopa Community Colleges. The verification process includes examining competency alignment, the syllabus, materials, hours of instruction, class size, facilities, and availability of necessary equipment. MCCCD Associate Vice Chancellor of Academic Affairs approves all DE Courses for the DE Course Catalog. In addition, your partner community college will offer a discipline-specific orientation that will cover course philosophy and curriculum (including assessment criteria), administrative requirements, and potential professional growth opportunities. You will also be evaluated annually by the department/division chair or designee using established community college procedures.

DE Online Course to fulfill EDU 250 Requirement: The purpose of the online course is to provide high school teachers who teach courses for dual enrollment with an overview of the MCCCD and the Maricopa DE Program. The course is designed to fulfill the EDU 250 requirements for high school teachers who teach dual enrollment. Maricopa adjunct faculty are still required to fulfill the EDU 250 requirement per MCCCD Guidelines:

Annual Mandatory Training and Disclosures: MCCCD is committed to securing and protecting the data of our students, faculty and staff. In 2015, the District went through an extensive review and subsequent implementation of measures to support this commitment. One measure is to ensure that all employees and business partners are aware of their role and responsibilities in protecting information and preventing misappropriation of data. To this end, the District is requiring all individuals who have access to our data systems to complete a mandatory online learning plan annually. All Dual Enrollment teachers meet this requirement and will have to complete the course in order to continue to work within our technological systems and with any MCCCD student.

In our new administrative regulations, your role with the District is considered a Person of Interest (POI). You can find further information on this category at POI.  POIs are important as they may have a relationship with Maricopa in which they have access to information that is protected by law from inappropriate disclosure and misappropriation.

There are now two separate courses that fulfill different FERPA/student data access requirements. New employees should complete the courses required of their position within 30 days of their hire date and all current POIs annually.

Information Security and Privacy: In response to the ever-changing world of information security and privacy, this course is designed to familiarize you with Maricopa's security and privacy regulations.  Because you have access to Maricopa's systems and networks, and, therefore, may have access to information that is protected by law from inappropriate disclosure and misappropriation, completion of the course is required. FERPA I in the Annual Information Security and Privacy Awareness Learning Plan is a pre-requisite for the FERPA: Level II course.

FERPA: Level II: In 1974, Congress enacted the Family Educational Rights and Privacy Act (FERPA), which places restrictions on any school, college, or university receiving federal funds over the release of student records. In this course, you'll find information on MCCCD policies that were adopted to comply with FERPA requirements as well as other pertinent laws regarding access to other forms and official records. If you're an employee of MCCCD with access to student education records, you're obligated to comply with FERPA and to protect the confidentiality of student educational records in your possession.
